"This picture can not be explained" grammatically implies that one could explain this picture if they chose to, or not.

"This picture cannot be explained" assures the reader that there is no possible explanation for this picture.

So, who wants to explain it? Anyone? Or are you just choosing not to?

What an awesome question! Good to ask a major league sports player when they're walking off the field after winning a championship game. "This picture can not be explained" -- I would have thought that would be synonymous with "One is able to refrain from explaining this picture."
